How to comment on proposed rules

Attend a public workshop or public hearing. These forums provide opportunities for public participation. To receive a written response to your questions, submit written comments to the Rule Coordinator. Contact the Public Information Center at [phone] to identify the Rule Coordinator for a specific rule.

How the air quality regulatory process works

The EPA establishes health-based air quality standards under the Federal Clean Air Act. The California Clean Air Act adds state-level requirements. South Coast AQMD develops plans and regulations to achieve these standards by reducing emissions from business and industry. The Governing Board adopts plans and submits them to the California Air Resources Board and Federal EPA.
